Title: Project Manager (Strategic Development)
Salary: £45,197 - £49,216 (plus car allowance)
Location: Folkestone, Kent
I am recruiting on behalf of a Local Authority for a Permanent Project Manager (Strategic Development).
You will be responsible for delivery of the HRA new build programme, to deliver 250 homes over 10 years (capital cost = £25 million).
My client is looking for someone to focus on the LA's direct delivery programme who has extensive knowledge and experience of the property development process. You will prepare tenders, let contracts and manage contracts to completion.
You will need to demonstrate a track record of delivering construction projects with minimum supervision.
Evidence of working in a political environment is an advantage!
You will have a degree in a technical field and ideally have a Post Graduate qualification in Project Management and be a member of a recognised Project Management association.
Main duties and responsibilities:
Oversee detailed feasibility studies to fully appraise the suitability of sites for housing development,
Project Manage the planning application process, including submission, liaison and adaptations and amendments to the scheme if required.
Tender building works
Oversee the construction and defects phases
Essential skills and knowledge:
You will have at least 3 years experience working as a Construction Project Manager developing homes or similar
Experience and knowledge of the construction cycle from inception to handover and review
Understanding and experience of implementing Health & Safety Legislation
Assembly and management of consultant teams
Staff Management
Experience of procurement routes and tender negotiations
Understanding and experience of choosing and managing construction contracts
Knowledge and understanding of construction project risks, demonstrable experience of implementing risk strategies
Demonstrable experience and understanding of construction project budgets
Essential skill and abilities:
Ability to work as part of a team
Ability to manage teams
Ability to lead and motivate teams
Ability to operate on own initiative with minimal supervision
Competent user of IT, particularly Microsoft Office
Proactive and committed to continued service and personal development
Ability to adapt and proactively organise and prioritise work effectively in order to meet deadlines and maintain high standards at all times
Ability to demonstrate a professional and customer orientated approach
Excellent interpersonal skills with the ability to operate and build excellent working relationships at all levels
Analyse risk and develop strategies to manage
Excellent analytical and report writing skills
Ability to communicate effectively with a range of contexts, customers and colleagues
