Job Description: Commercial Officer, FM Construction & Works
Responsible to: Commercial Manager
Location : Maidstone
£200 - 250 per day
3 - 6 month contract
ASAP Start

Purpose of the Job:

Provide professional commercial and procurement expertise in line with Public Contract Regulations. The post holder will be responsible for planning, developing, overseeing and management of procurement arrangements, which will effectively meet the Council’s and directorates business objectives whilst optimizing value for money, effectiveness and efficiency of delivery. The estimated annual expenditure within category FM, Construction and Work is circa £60M


Main duties and responsibilities:

 Oversee and support and deliver procurement and commercial activity for property and infrastructure and construction related works, maintenance and professional services.

 Advise and support Commissioners by applying commercial acumen and expertise within the category area responsible for. Advise and deliver commercial strategies, financial viability of suppliers, differing sourcing options for specific projects, contract issues, tender processes and procurement cycles, operating within existing and future UK (EU) procurement laws and the Council’s procedures.

 Advising on any commercial or contractual risks for projects and stakeholders

 Provide commercial management and expertise to contract managers

 Undertake and/or support procurement activities including analysis, development and implementation of commercial and procurement strategies which includes, route to market options, tender execution, pricing and payment mechanism’s, evaluation and contract negotiation and award.

 Be able to articulate and evidence, how value for money can be delivered for projects/categories responsibility

 Maintain pipeline of commercial activity for property and infrastructure related construction works, maintenance and professional services and ensure all framework agreements and contracts are updated on the Commissioning Portfolio Contract Register to support effective establishment of a Portfolio Procurement Forward Plan and ensure that key procurements are effectively resourced.

 Ensure procurement activity is compliant with Public Procurement Regulations, the Council’s governance and any other required legislation

 Take ownership of and manage standard terms and conditions in relation to construction works, maintenance and related professional services.

 Working collaboratively with other category leads, develop and maintain standards and business processes for outsourcing activities. Be a constructive and active participant in Strategic Commissioning’s commitment to continuous improvement, peer reviews and support and through the identification and sharing of best practice, learning lessons from both good and poor performance.

 Contribute to the development of strategic procurement best practice advice and guidance.

 Understand key suppliers within category area of responsibility and across the supply chain. Develop a Supplier Relationship model for category area of responsibility with contract managers. Support and participate into to the development of a Supplier Relationship Management standard

 Support operational and commercial review meetings (as required) with suppliers and act as an escalation point/ mediate in areas of dispute.

 Deliver specific professional development sessions to client teams ensuring risk and commercial awareness including best practice knowledge is transferred.
