Are you a great all-round manager looking for a fresh challenge? Can you deal with strategy, performance management, HR, operational issues, training, and anything else that may be thrown at you? Then this could be the role for you.

Age UK Faversham and Sittingbourne has been, and still is, going through a period of change and service realignment. The sector is moving away from a traditional grants model and towards commissioned services; and we have had to change to meet the challenges of the new landscape.

We now require a Performance and Development Manager to assist the Chief Officer in further developing this strategy, and turning it into reality. We need someone with a broad skill set, not necessarily gained within the voluntary sector, who can coordinate and inspire. The role has line management responsibility for operational managers and staff and will also involve working directly with the Chief Officer to develop new services and expand the ones we already offer.

Applicants should have a demonstrable track record of managing and monitoring performance to meet organisational objectives, and solid experience of staff and HR management. The role is based in Faversham, with frequent travel between our sites in Teynham and Sittingbourne.

Part of the national Age UK brand network, Age UK Faversham & Sittingbourne is an independent charity with three separate centres in Faversham, Teynham and Sittingbourne. The organisation has around 70 staff and many more volunteers.
We provide a whole range of services to people aged 50+, including day opportunities, dementia day care, dementia outreach, care navigation, bathing and foot care. Our aim is to reduce social isolation and help people to love later life.
Our population is ageing and thus our potential client base is expanding. The expectations of people are also changing, and we need to ensure that what we offer in the future continues to meet the needs of our audience.

JOB DESCRIPTION
This key role is responsible and accountable to the Chief Officer, for the implementation and completion of the business and development of the charity, and leading the senior operational staff to deliver against the strategic aims.
The post holder will be expected to work with key internal and external stakeholders helping to shape the future direction of the charity; ensuring that it is inclusive to the needs of the older people in Faversham, Teynham and Sittingbourne.

Main Tasks and Responsibilities
• To manage the Charity's day to day operations and its resources in accordance with Age UK Faversham and Sittingbourne’s policies and procedures, ensuring compliance with legal requirements and good practice in all aspects of the Charity’s work.
• To ensure the implementation, monitoring and reporting of key strategies and activities against agreed outcomes.
• To keep up-to-date with policy issues that impact the lives of older people, bringing a wider perspective and well-informed view to the work of the Charity and to proactively respond to changes and opportunities.
• To ensure that contracts and grants are implemented in accordance with the terms and conditions of the funding and ensure timely and accurate reporting for funders.
• To meet regularly with the Chief Officer and other members of the Management Team to ensure the smooth running of the business and development of the Charity.
• To oversee and develop efficient and accessible data systems that have clear impact on financial and quality improvement.
• To work with the Management Team to ensure an effective income generation policy is in place to secure income through fundraising, tendering and negotiation for specific services and activities with commissioning bodies.
• To chair the Fundraising Committee.
• To prepare timely monitoring reports against agreed outcomes for the services and other activities undertaken by the Charity
• To write papers and reports for Trustee meetings and meetings with the Chief Officer.
• To assist with the marketing of services and products through traditional and new media outlets.

Financial Management
• In consultation with the Chief Officer, to draw up the annual budget and, with the Management team, monitor budgets and ensure effective management and use of all resources.
• In consultation with the Chief Officer, to develop financial strategies for the Charity to support its development in accordance with charity and company legislation.
• To ensure that all financial controls and procedures are complied with.

Management of Staff
• To ensure that the recruitment and deployment of the Charity's staff is carried out effectively and efficiently in accordance with Age UK Faversham and Sittingbourne’s personnel practice.
• To ensure the overall effective management and supervision of the Charity’s staff and volunteers, ensuring that staff have clear outcome focussed work plans.
• To line manage the Managers and other staff, to meet organisational need.
• To develop the Management Team, ensuring that responsibilities are clearly understood and undertaken.

Internal Policies and Administration
• To ensure the internal quality assurance system and external quality marks are consistently complied with by all staff and volunteers, and delivery of all activities undertaken by the Charity.
• To assess any risks relating to all activities carried out by Age UK Faversham and Sittingbourne, in accordance with legal obligations and good practice.
• To ensure the maintenance of an efficient office base and management of the premises and equipment owned or used by the Charity, in accordance with Health and Safety legislation, to ensure a safe working environment for all staff and volunteers.
• To ensure that the principle of equality, diversity and inclusion is implemented throughout the Charity in management practices and in the delivery of services to older people.
• To ensure that all personnel policies and procedures are in place and are updated in accordance with changing employment law.
• To ensure that internal policies are reviewed and updated on a regular basis in accordance with the quality assurance systems and that all services and activities have appropriate systems for user feedback and complaints.
• To monitor the effectiveness of the services and to ensure that Age UK Faversham and Sittingbourne’s high standards and reputation is maintained.

External Relationships
• To maintain the existing good working relationships in with statutory and other agencies across the sectors and develop new ones as and when the need arises.
• To attend meetings and work in partnership and collaboration with other agencies, including local government, statutory, commercial and voluntary bodies.
• To actively promote and raise awareness of the concerns and interests of older people and influence local decisions makers about the issues that impact older people.
• To research the needs and ambitions of older people and identify gaps in service provision to influence service development and strategic planning.
• To work in co-operation with statutory and other funders in relation to existing contracts and explore possible areas for development and negotiate new contracts.

Other Duties
• To attend regular supervision meetings with the Chief Officer and undertake any training required to maintain the skills and knowledge necessary for the post.
• To deputise for the Chief Officer in their absence.
• Any other duties which may be required by the Chief Officer which are commensurate with the responsibilities of the post.

The Post-holder will undertake the following duties in conjunction with the Chief Officer:
• Developing the Strategic Plan and formulating new policies
• Maximising income generation opportunities to ensure the financial sustainability of the Charity.
• Recruiting new staff for senior and key positions.
• The HR functions of the organisation.
• Developing an effective IT infrastructure that will support the Charity into the future.
• Retaining and developing Age UK Faversham and Sittingbourne’s strong public profile and reputation as a key agency working with and for older people in and around the Faversham and Sittingbourne areas.
• Ensuring a consistent image of Age UK Faversham and Sittingbourne is represented in accordance with marketing and communication strategies.
• Working co-operatively and collaboratively with Age UK and local Age UK partners sub-regionally, regionally and nationally.


PERSON SPECIFICATION
Educated to degree level or demonstrable equivalent qualification (desirable)
Experience of management within one of the following:voluntary, public or business sectors
Experience of managing and developing administration and reporting systems
Experience of human resources management, including recruitment and selection
Experience of relationship building and collaborative partnership working within the voluntary/ public or private sectors (desirable)
Demonstrable track record of managing and monitoring performance to meet organisational objectives and delivery of quality services
Experience of successfully supporting Senior Management
Demonstrable experience of budget management (desirable)
Experience of understanding and managing a diverse volunteer group (desirable)
Ability to think, act and communicate strategically and creatively
A natural negotiator with the ability to influence at all levels
An enabling leader with real energy and passion for improving the lives of older people
Ability to lead and manage a team successfully with a focus on both development and delegation
Knowledge of current challenges and policy changes within the voluntary/public sector and commissioning environment (desirable)
