On behalf of Kent County Council we are currently recruiting for a Senior Buyer to join their Commissioning support directorate.

As a result of a restructure within Strategic Commissioning a new team has been created at KCC so this is a very exciting time to work for Kent County Council and be part of a new team. The Commissioning Support Unit has been set up to support Commissioning and sourcing across the organisation to make sound commercial decisions and embed a level of sourcing and spend excellence appropriate to all commissioning activity. They require a Senior Buyer to join their procurement division.

Main duties and responsibilities:

 Preparation of RFQ, RFP tender documents in conjunction with key stakeholders for low value tactical spend categories, although from time to time you may be required to support other projects outside of these categories according to the business needs

 Management of call off requests from Frameworks, Dynamic Purchasing arrangements and on-line catalogues as required
 Ensure procurement activity is conducted in accordance with changes in legislation and case law and KCC operates as a centre of excellence  Knowledge and understanding of procurement concepts, policies, and procedures
 Understanding of how to analyse procurement spend and supply base to establish suppliers per procurement category and sub category
 Understanding of supply markets to identify potential suppliers and market trends

 Identification of internal and external cost drivers in the categories assigned to Attendance at supplier review meetings, when required, to ensure they are delivering to contract SLA

 Identify need for, create, maintain and support to Commercial Advisors on on-line catalogues including the supplier on-boarding process
 Support and Develop How to Buy guides for the business to access goods/services effectively
 Provide support and guidance to Tactical Buyers
